Preparation for new muon tests with new configuation

Fixes for configutation of MooSegmentCombinationFinder to allow it to be overridden properly for NCB Added missing MuonChamberHoleRecoveryToolCfg for track building General fixes to make the concurrency configurable at runtime Added some args to allow new threaded tests to work a protection against crashing for ATLASRECTS-5087 (real fix still under investigation).

NB There is one 'nasty' thing I've done here - I've hard coded the cardinality of the segment finder and track builder args to 10. This is not correct, and I will revert, but a) I'm hoping to make using this in the dev tutorial a bit easier, b) the cardinality is irrelevant unless you run with threads>1 and c) this isn't running in production either. It will be reverted in the next MR.
