Fix sTGC digitization typo for pileup

Alexandre Laurier requested to merge alaurier/athena:STGC-Pileup-21.3 into 21.3

Small typo that returns an error but doesn't crash NSW-sTGC pileup in 21.3 is fixed. It was causing a double initialization of sTGCDigitization tool.
