Const correctness in pixels decoder

This MR modifies the converter so that is is MT ready. That is, the call is const correct (modulo errors reporting. Next step is to refactor code a bit so we can use MT IDC and use its build-in caching functionality. It was checked with @stsuno FI: @abarton @jmasik @smh
