Revert "TrigPSC: Move setting of properties later"

This reverts commit 79aeb90f in !26546 (merged).

Setting the properties too late results in certain services not being initialized correctly (ATR-20362). Moreover, I can no longer reproduce the problem that lead me to make this change in the first place.
