The first release of TRTMonitoringRun3 package

Nikita Belyaev requested to merge nbelyaev/athena:master-TRTMonitoringRun3 into master

This is the first release of TRTMonitoringRun3 package (MT-compatible version of TRT_Monitoring) which will be used during the central DQ tests at October 11-18. There should be no errors and warnings from the compiler, internal tests completed without problems.
