Route IdHelper access through MuonIdHelperTool in package MdtCalibDbAsciiTool

As part of the effort to migrate MuonIdHelperTool to a service, this MR changes access to the Muon IdHelpers (RpcIdHelper etc) to go through MuonIdHelperTool instead of the detStore.
