special handling if the first vertex in a container is guaranteed to be the PV

Matthew Henry Klein requested to merge maklein/athena:fjvt_AllowForSettingVertex0 into 21.2

HGamma requested that we allow to skip scanning the vertex container for the primary vertex and instead just take the first vertex in the container as the PV. This behavior can now be switched on by a property.
