Master muon rpc cabling svc cleaning

This merge request clears RPC Svc from tools that don't actually use RPC Svc before MT migration to make the migration easier. I've run the following tests: q-test221, q-test431, New configuration test (DigitizationConfigNew_test.py), Trigger tests (test_trigUpgr_full_menu_build.sh, and test_physics_pp_v7_primaries_build.sh )
