Drop menu mapping properties in L1Decoder

With this MR we drop properties & settings of it that allowed to configure L1 decoding via JO. Now, we read the configuration from menu files via the new config svc interface object TrigConf::HLTMenu

Also, I made an attempt to run the emulation ctests and they seem to work, so I restored them. Tagging @fpastore and @stelzer

There was one more instance of this config in: HLT/Trigger/TrigControl/TrigExamples/TrigExPartialEB/python/MTCalibPebConfig.py but I do not quite understand where the menu comes there. Tagging @rbielski
