Towards high precision MCP recommendations

Hi,

this merge request targets to bring in the high precision recommendations for Muon efficiencies. It comprises

  *** Reduced systematics for ZReco-> mumu 
  *** Support of 2 & 3 station high-pt as well as low-pt (MVA) muons
  *** TTVA scale-factors with a new systematic covering non-closure in the crack
  *** Updated high-pt bad muon veto
  *** Revised high-eta scale-factor maps with reduced systematic uncertainty

MuonSelectionTool:

  *** Switch the 2 + 3 stations for the HighPt muon WP by default
