Temporary fix for ATLASRECTS-5160

Christos Anastopoulos requested to merge ATLAS-EGamma/athena:ATLASRECTS_5160_tmp_fix into master

This should allow some of the egamma ART tests to succeed by enabling the muon reconstruction .... Hopefully a better / more clever solution will be suggested in ATLASRECTS-5160
