Rewritten LAr detector Tools to new config

Daniel Louis Noel requested to merge dnoel/athena:LArDetectorTools into master

The LAr detector tools: LArG4BarrelConfig, LArG4ECConfig, LArG4FCALConfig, LArG4HECConfig have been updated to new config. These have been added to G4AtlasToolsConfigNew - which has been configured for inner detector and LAr so far.
