Cut bookkeeping tests revival and cleanup

This MR additionally cleans up EventBookkeeperTools package and revives basic cut bookkeeping tests.

Details of the MR:

• remove some obsolete clients
• migrate the BookkeeperDumper algorithm to the BookkeeperDumperTool tool
• unify folder structure of the package
• fix some permissions
• revive three tests that can be now run with CTest

To be on the safe side enabling all unit tests.
