HltEventLoopMgr: Remove obsolete code handling TopAlg

The code to handle the list of TopAlgs is obsolete and a relict from serial Gaudi. In the scheduler-based Gaudi, the AlgResourcePool takes care of creating and managing the top-level algorithms.
