Cleaningup MuonSegmentMomentum package in preparation for MT running.

Removed share directory and contentless jobOpts. Moved headers to src Removed doCosmics property from MuonSegmentMomentumFromField as it is never used Removed DoSummary and DoDebug properties from tools as redundant (just use outputlevel) Moved to new style property declaration Set cxx prop/nav defaults to match those in MuonRecTools.py (default in cxx was cosmics, but overridden to standard muon in python) Clean up c++ to be more modern (still lots of hard coded numbers!) Added thread safety check file.
