Retrieve xsec uncertainty when using PMG tool as well

Teng Jian Khoo requested to merge khoo/athena:21.2-SUSYXsec-relunc into 21.2

For many simplified models, there is no process ID, and the xsec details can just be retrieved with the PMG tool. The code was ignoring the xsec uncertainty in these cases, while it's more useful to just return the result from the tool, which is 0 if the database does not contain it.
