Convert UserLimitsTool and PhysicsListTool from public tools to services

The UserLimitsTool and PhysicsListTool are currently both public AlgTools, this merge request converts them to be Services instead. It also adds a ComponentAccumulator method to configure the new PhysicsListSvc.
