TrigServices: Check if IOVDbSvc folders are extensible

In addition to the Python-configuration check, also add a check in C++ to make sure COOL folders allowed to updated during the run are marked as "extensible".

Also add "/TRIGGER/HLT/PrescaleKey" to the list of allowed folders to be updated during the run (relates to ATR-19392, cc @stelzer).
