Removed several references to TagFile incidents

Vakhtang Tsulaia requested to merge tsulaia/athena:master-dropTagFile into master

Tag incidents are obsolete. There is no place in our code which fires these incidents. OTOH, there were couple of clients still listening to them. This MR removes all remaining references to Tag incidents from the repository.
