Modifying isUniqueSyst function to return false when running over boosted jet tagging SFs trees

New systematic trees related with boosted jet tagging SFs were added recently into AnalysisTop (see ANALYSISTO-859). Since we don't need to recreate reclustered jets again in these trees, isUniqueSyst function is modified to return false.
