Manual sweep of !27724 from 21.3 to 21.9: Fix for missing NSW geometry when running with Run4 geometry tags
It was reported that when running reconstruction with ATLAS-P2-ITK-22-01-00 NSW geometry was not built even though the geometry tag should contain two NSWs.
