21.9 Allow strips to be simulated without pixel
As discussed in ATLITKSW-35, it is useful to be able to run the Strip simulation separate from Pixel and other elements. These changes fix some configuration issues seen when running without pixel present in the DetFlags, and an indexing error preventing the Geo2G4 conversion of the strip description when it is the only subdetector active.
