Setting UseIlinesFromGM to always be true for HLT

Since the CSC iLines folder is empty for online conditions, setting UseIlinesFromGM to be true when using HLT conditions (as discussed in ATR-20403). Also removing the UseIlines=False bit from the trigger test as this is then no longer needed.
