Adding forward protons to TRUTH3

Zach Marshall requested to merge zmarshal/athena:21.2_ForwardProtons into 21.2

These are only a few 10s of bytes per event for most samples, so just adding them to help with AFP and forward proton studies.

Autoconfigured to require 80% of the beam energy to be included.
