Address jira ticket ATLASRECTS-5190, and modernises the README instructions. Introduce new typename in the SafeDecorator.h code, and use it in the decorators.

Additional cleanup required in terms of variable naming before I proceed; will open a new merge request for that and remove the WIP on this one just now.
