Start removing no longer used code for reading pixel-style XML for Strip tracking geometry

Removing python code for configuring building of Strip tracking geometry with Pixel framework. This is not used and is currently causing spurious messages in log files related to files which are not actually used anywhere. Presumably we will not want to go back to using this at any point?

At the same time, this removes some configuration blocks related to no-longer-supported LayoutOptions.
