TrigP1Test: Add P1+Tier0 workflow tests

Adding build and grid tests running the following steps:

  1. Trigger like at P1 (athenaHLT, BS->BS)
  2. Offline reco like at Tier0 (Reco_tf, BS->ESD->AOD)
  3. Run-3 Tier-0 monitoring (Run3DQTestingDriver, AOD->HIST) which is what was requested in ATR-19520.

Currently there is some missing metadata in the output of step 1, so there is an additional step fixing the metadata before the file is passed to step 2. This can probably be removed when https://its.cern.ch/jira/browse/ADHI-4755 is resolved.
