Use MuonGeometryFlags for CSC/STGC/MM everywhere

Hi,

this MR adds the HasSTGC and HasMM options to MuonGeometryFlags to retrieve already during configuration whether a geometry contains STGCs or MicroMegas. Analogously to HasCSC it is now used throughout the configuration. This MR is a manual sweep of !27761 (merged) to 21.3.
