Resolve ATR-20500 Always create TauJetCollection even if CaloClusters missing in RoI

The crash in ATR-20500 is due to the presence of ROIs without any caloclusters, the code exited without creating a TauJetCollection, now if there are no caloclusters TrigTauRec will create an empty collection as is the convention tagging @smh
