Towards InnerDetector Digitization Config Agreement

Rupert Tombs requested to merge rtombs/athena:DigiIDPileUp into master

Make new style InnerDetector config closer to old style results by including truth information and correctly attaching digitization tools in PileUpTools. Affects Pixel, SCT, TRT and BCM.

Includes new flags for truth output and the TRTRangeCut parameter.

Follows on from !27858 (merged).
