Upgrade PU files path change

Jorge Andres Sabater Iglesias requested to merge jsabater/athena:21.2 into 21.2

Adding PathResolver for the PU files in the UpgradePerformanceFunctions. This helps when building/running Analysis preserved projects (e.g. RECAST) outside the ATLAS environment.
