Uniform use of logging in the HLT menu scripts

With this MR a unification of logging initialisation is done in the menu scripts. Everywhere (except one place where it is more specific) python module name is used to inform about the source of messages. Related to: https://its.cern.ch/jira/browse/ATR-20438
