Move to using MuonGeometryFlags.hasSTGC()/MM()

Hi,

this MR moves to exploiting MuonGeometryFlags.hasSTGC() and MuonGeometryFlags.hasMM() in master. This simplifies the job configuration when later on combining NSW+ITK layouts and gets rid of the RUN3/RUN4 checks.

These changes are already part of 21.3 (!27824 (merged) and !28002 (merged)) and 21.9 (!27761 (merged)).
