TestPolicy: delete obsolete files

Frank Winklmeier requested to merge fwinkl/athena:cleanup_TestPolicy into master

Most files in this package are from the CMT/ATN/RTT era and are obsolete. The only remaining used files are the CppUnit include files. Could probably move this to another package and then get rid of TestPolicy entirely.
