Add unit test and CSC channel hash translators

Hi,

this MR upgrades the former test_muon_id.cxx to a unit test and adds some methods to the CscIdHelper to translate positional channel identifier hashes (index of channel Identifier in sorted vector of Identifiers) to channel identifier hashes which encode geometrical information.
