Fix in isEM bitmask for PrecisionPhotonHypo

This is a fix for 0 counts in photon triggers, with full chain, including ElectronPhotonSelectorTools in the hypothesis. Detailed discussion in ATR-18929.

In summary additional debugging messages were added in the TrigEgammaPrecisionPhotonHypo tool and fixed configuration of the isEM bitmasks of the configured ElectronPhotonSelectorTools within.
