Move decodeBS job options and fix test

  • Move JO file from to-be-phased-out TrigUpgradeTest package into TriggerJobOpts
  • Add option to specify only specific collections to be saved to POOL after decoding
  • Replace broken and obsolete decodeBS test in TrigUpgradeTest with a version similar to already-existing test in TrigP1Test

The new test actually shows there is some issue in the encode/decode procedure which is not present in the TrigP1Test version (which runs athenaHLT). To be investigated when the new test is merged.
