Removing TrkObserverTool from the Ambi
Removing the TrkObserverTool which have been implemented in the past to monitor the score of the track candidates and where they are rejected in the ambiguity processor. This tool haven't been used and the output isn't really useful. Mostly all the categories makes it difficult gain anything from enabling it.
Can be considered as a part of the clean-ups of the Ambi https://its.cern.ch/jira/browse/ATLIDTRKCP-193
