Update lepton thresholds in HIGG1D2

Update to lepton thresholds in HIGG1D2 to increase signal acceptance.

This increase the event rate in data to 2.0% of the data stored in AOD. This is a 30% increase the event rate compared to the current derivation. The event size is less than 50% of the AOD size bringing the total derivation to ~1% of the AOD size. The lowering of the lepton Pt was partially offset by raising the photon pT threshold.
