[ATR-20486][ATR-20616] Abort TriggerConfigGetter if doTrigger gets changed to False half way through by TriggerConfigCheckMetadata

The recent change !28326 (merged) to always producing the xAOD::TriggerMenu when writing a POOL file (if the input file did not have it) has shown up some misconfigured jobs which have doTrigger=True, but contain no trigger data, nor the ability to generate any.

While the misconfigured jobs should start setting doTrigger=False, we can add extra protection on the trigger side too.
