Add new cutlevel for tracking to maxIPcut < 5 mm for ATLIDTRKCP-221

A new cutlevel has been added for run-3 track selection as documented in https://its.cern.ch/jira/browse/ATLIDTRKCP-144 Change of the d0 cut from 10 mm to 5 mm for the primary tracking pass. The default value will still be kept at the run-2 cutlevel at 14 for now.
