Remove (unused) AdjustableT0Tool

Hi @emoyse, @rosati, @wleight,

I am a bit confused at the moment: When I was searching the repository for IMuonTofTool.h I found that it is included in IAdjustableT0Tool.h. Then, when looking for IAdjustableT0Tool.h I found the AdjustableT0Tool which somehow is not used anywhere. So I tried what happens to q221 when I delete it, and nothing happened.

Should we simply delete the IAdjustableT0Tool.h?
