Cleaning up test so that it doesn't use fallback files if steps don't run/succeed (ATLIDTRKCP-157)

As discussed in ATLIDTRKCP-157, the "hits_ref" files defined in this test were for the wrong layout. It was also felt that quietly using an old file may lead to confusion when looking at test results, so now test will exit if the step fails.
