Do not use CSCs when no CSCs are part of the layout

Nicolas Koehler requested to merge nkoehler/athena:muTruthAlgs into master

when running on Run3 layouts (without CSC chambers), these changes remove quite a number of warnings since no CSC tools need to be loaded in case there are no CSC chambers in the layout
