few new online pixel monitoring histograms for DQ

Few new histograms added (eventually they will serve as a base for 'last 100 LB' histograms):

  • Zoomed Cluster ToTxCosAlpha per LB
  • AvgOcc_ratio_toIBL_per_lumi

and supporting code + fix in the normalization of occupancy histograms (# of channels).
