Convert FastCaloSimSvcV2 into FastCaloSimV2Tool

This merge request converts FastCaloSimSvcV2 into FastCaloSimV2Tool for eventual compatibility with AthenaMT running.

This also required making some constness fixes to the FastCaloSimCaloExtrapolation tool.
