WIP: Setting up a full sequence of electron chain (Fast+Precision)
This merge request is a continuation of !22816 (closed) which adds the precision tracking and final precision electron building step to trigger electron sequence. This preceision sequence is based on Et cut based hypo selection which will be replaced in near future by isEMTools. adding @fernando , @tamartin and @tbold
