clean up codes for packages which do not need TGCDigitContainer

Cleaned up codes of packages which TgcDigitContainer is not needed, but the code include header files due to historical reasons. This update is useful for future updates of TgcDigitContainer - the number of readout bunches will be changed for Run-3.
