ATR-17320 fix of Xi values for L1_CEP-CJ

Antonia Strubig requested to merge astruebi/athena:TM-0912-L1CEPfix into 21.3

As described in ATR-17320, the maxXi and minXi values need to be set for each ET threshold individually.
ctest and menu tests passed.
