Implement weight cap for OTF systematic variations in Sherpa_i

Frank Siegert requested to merge (removed):21.6-sherpa_i-variation-weight-cap into 21.6

OTF variation weights are limited to <VariationWeightCap>*nominal, which can be steered by changing genSeq.Sherpa_i.VariationWeightCap from the JO. Currently the default is set to 10, but that is subject to discussion and studies.

MR is still WIP until we know what we want to set the default factor to.
